I can't vouch for it, but it is intriguing (and possibly offensive, as is encouraging phonecamparazzis...) and its online now. Spy Media is paying for photos, including ones from phonecams.
Can you say "revenue model?" The small print reveals that it costs a "token" to list a photo for sale, or it will after the introductory period.
